“SEO services Abu Dhabi” is searched 4,400 times a month at a difficulty of 22; the consultant and agency terms beside it are lower still. The pages ranking for it are small local agencies with thin content. For a clinic on Al Reem, a school in Khalifa City or a contractor in Mussafah, local search and a fast site are the first thirty days.

The largest market, and the hardest head terms.

“SEO agency Dubai” is searched 8,100 times a month at a difficulty above 50, owned by agencies of sixty to two hundred people. What is winnable now is the tail: e-commerce development (1,600 a month at 22), local SEO packages, ERP for trading and distribution. Dubai runs on trade, and trade runs on stock that the storefront gets wrong.
